Leo is a joint Ph.D. student in Public Policy between Georgia State University and Georgia Institute of Technology. His research interests lie at the nexus of science & technology policy, (social) innovation & entrepreneurship, and public administration. At Emory Law, he seeks to apply vulnerability theory to governance of public-private partnerships, in particular on regulating private hybrid organizations.

Leo holds a M.A. in Public Administration from the Department of Public Administration, Yonsei University (South Korea) and a B.A. in Science, Technology, and Policy from Underwood International College, Yonsei University (South Korea).
