Interdependence of the State and the Nonprofit Sector in China
Meng Ye is the Deputy Director of the Center for Charity Law, China Philanthropy Research Institute (CPRI), of Beijing Normal University. Meng is currently affiliated with the Andrew Young School of Policy Studies at Georgia State University. Before arriving in Atlanta, she was directly involved in the drafting of China’s first national charity law; and in doing so, she conducted research and provided consultancy support to the National People's Congress and other local government institutions. Meng is an advocate for NGOs across China, working towards cultivating a more productive relationship between the nonprofit sector and the government. She has published several book chapters on the following topics: charitable fundraising law, the rules of voluntary services, the implementation of China’s new overseas NGO law and environmental public interest litigation in China. Meng received her LLB in Law, and her LLM in International Economic Law both from Beijing Normal University School of Law. In 2011, she was awarded the “Erasmus Mundus Europe Asia Scholarship,” which allowed her to study business law and NGO law at the Sutherland School of Law, University College Dublin in Ireland, earning her second LLM in Commercial Law. Meng is also a qualified lawyer in China. As a visiting scholar, Meng will apply a vulnerability theory framework in her exploration of the interdependence of the government and NGOs in China, and their respective and joint responsibilities to build a resilient society.
